In Haor, Bangladesh, the extreme poor have very limited livelihood opportunities. Concern designed the Graduation programme to address this problem.
Particularly the landless and women-headed households are impacted by this problem. Government services such as agricultural extension remain weak and do not provide opportunities for income diversification.
