Terms of Reference: Consultancy support for development of cross-organisational campaign

Concern Worldwide (UK) are seeking an external agency to facilitate development of a cross-organisation campaign plan on hunger and provide strategic advice to Directors. This document provides further information about the project and sets out what criteria we are looking for. Background

Concern Worldwide (UK)’s recently refreshed its organisational strategy and recommitted to a focus on hunger.  We also committed to working in a more integrated way across departments in our public facing activities. 

As part of the Sustainable Development Goals process, all governments agreed to the target of ending hunger and malnutrition by 2030 (SDG2).  The world currently off track to reach SDG2 and in 2020 there is a Summit in Japan that will focus on policy and financial commitments around nutrition. This will be a critical moment if the world is to put in the levels of resourcing and political will required to reach SDG2.  This Summit will be of interest to the UK government as they initiated the process in 2012 using the Olympic Games in 2012 to call for greater international momentum to tackle hunger and malnutrition. The Policy & Campaigns (P&C) team are planning to run an influencing campaign focused on the UK government, engaging with both parliamentarians and the public. 

Discussions between Concern UK’s Exec Director, Directors of Communications, Director of Fundraising and P&C have identified that this could provide a good opportunity for a cross-organisational integrated public facing campaign.  However, as this is a relatively new area, we require external advice from someone with direct experience of integrated campaigns.

Campaign objectives

We hope that an integrated campaign will be able to deliver on a number of different objectives for Concern UK, including the following.  However, clarifying and improving these objectives, as well as assessing their achievability and the resources required to achieve them will be a key part of the consultancy:

  • Engage Concern supporters and members of the public in pushing the UK government for action on nutrition
  • Contribute to lead generation and bring in c. 250-300 new donors in 2019
  • Raise Concern UK’s public profile

Purpose of the Consultancy

To facilitate a process to develop a coherent and clear cross-organisation action plan on hunger from now until mid-2020, and provide strategic advice to Directors at Concern on its development and implementation.

Specific Tasks to be undertaken by the Consultant(s)

Work with Directors to agree key objectives and priorities

Develop, and then facilitate, a process of campaign planning with key departments

Support production of a cross-organisational campaign plan, with clear tasks, roles and responsibilities

Provide strategic advice to Directors as required

Outputs

  • A clear, coherent organisational action plan
  • Buy in and clarity on roles and responsibilities across teams
  • Clear activities and tasks
  • Budget - costed resource needs to deliver the plan, including assessment of existing and additional resources available

Outline of format of report

Work with the Concern team to produce a plan of max 8-10 pages covering:

  • Primary and secondary objectives of the campaign for the organisation
  • Clear theory of change
  • Primary and secondary audiences
  • Assets required
  • Clear ways of working / roles and responsibilities
  • Costed resource needs
  • Timetable

4-5 days in May/June 2019

Essential and Desirable Experience/Qualifications

- Experience of working on integrated approaches across Communications, Advocacy and Fundraising teams

- Knowledge and experience of public engagement and developing supporter journeys

-  Senior Management experience at an INGO or equivalent

- Demonstrable experience of delivering on campaigner and donor recruitment targets and delivering results

-  Knowledge of the international development sector (desirable)

-  Experience of organisational development consultancy

-  Knowledge of the UK political scene and how to influence it
